The brand Little Road Co has changed sizing many times over the years and sizes are very inconsistent between their collections. These 12-18 shorties fit my daughter just fine at 3yo while wearing a pull up. There's very minimal difference between the 2T and 3T peplums, and the 2T yellow shorts fit more like a 3T.
